Introduction to Explosive Hazards Awareness and Reduction
Explosive Hazards Awareness and Reduction are those actions which lessen the probability and/or severity of physical injury to people, property or the environment. Explosive Hazards Awareness and Reduction can be achieved by physical measures such as clearance, fencing or marking, or through behavioural changes brought about by risk education.

Training Programme Outline
The Explosive Hazards Awareness and Reduction training programme is prepared in accordance with the relevant international humanitarian Mine Action standards.

The training programme aims focus on:

  • Risk Awareness by facilitating behaviour changes through public information dissemination, education and training, and community liaison;
  • Risk Reduction through fencing and marking hazardous areas.

The training programme content among others entails:

  • Definition of the Explosive Hazards Awareness and Reduction;
  • Methodologies, tools and strategies for the Explosive Hazards Awareness and Reduction;
  • Information needs, needs assessments and risk analysis;
  • Setting the Explosive Hazards Awareness and Reduction goals and objectives;
  • Strategic and operational programme planning;
  • Development and implementation of communication strategies in the Explosive Hazards Awareness and Reduction;
  • Coordination of the Explosive Hazards Awareness and Reduction;
  • Integrating the Explosive Hazards Awareness and Reduction into national and/or internationally supported programmes;
  • Monitoring and evaluating Explosive Hazards Awareness and Reduction projects and programmes.

The training programme includes one course provided in two languages, namely for Russian and for Tajik/Dari speaking groups of participants.

Training Programme Aim and Objectives
The training aims to enhance national capacities in Explosive Hazards Awareness and Reduction operations for the interested states in Central Asia, including Afghanistan in accordance with international standards.

The specific objectives of the Explosive Hazards Awareness and Reduction training programme are:

  • To increase common understanding of Explosive Hazards Awareness and Reduction, international standards and operating procedures, as well as specializations;
  • To increase the competency of the professionals / staff in Explosive Hazards Awareness and Reduction operations through executing a comprehensive training programme on a multi-lateral level;
  • To increase the national institutional capacities in Explosive Hazards Awareness and Reduction by: a) developing and handing over the Explosive Hazards Awareness and Reduction training programmes/curricula and materials, to include standards; and b) enhancing the capacities of the national trainers in the Explosive Hazards Awareness and Reduction;
  • To contribute to the professionalization of Explosive Hazards Awareness and Reduction services.

Training Programme Target Group
The target group of the training programme is professionals / experts from the interested OSCE participating States in Central Asia and Afghanistan serving in the military and security sector as well as in humanitarian Mine Action institutions.

The targeted institutions are the relevant departments / units within the national authorities such as Ministries of Defence, Border Troops, Ministries of Internal Affairs and Ministries/Agencies of Emergency Situations and National Mine Action Centres.

Training Institutions
Trainings are delivered by qualified and recognized training institutions and/or professionals with the certified Explosive Hazards Awareness and Reduction training programmes in accordance with the international humanitarian Mine Action standards in partnership with the OSCE OiT. The latter will supplement the training institution(s) by its own training capability, if needed.

Training Venues
The trainings are carried out at the premises of the Ministry of Defence of Tajikistan, namely Engineering-Maintenance Regiment in Dushanbe and the Field training centre of the Military Institute in Lyaur.
